The Independent Communications Authority of South Africa (ICASA) launched a help desk unit at the Musina Municipality last Friday. The help desk is the first be launched in the four local municipalities of the Vhembe district.
ICASA is the regulator for the South African communications sector, responsible for the regulation of broadcasting, postal and telecommunication services. ICASA’s ju-risdiction covers all nine provinces of South Africa. It is charged with licensing telecommunications, postal and broadcasting service providers, moni-toring compliance of licensees against their license conditions, developing policy, managing the frequency spectrum and protecting consumers within the communication environment.
The launch of the help desk follows a consultative process in which the authority invited interested individuals and organization to launch its provincial consumer representative forum (CRF) in Polokwane earlier this year. This was followed by the launch of the Vhembe CRF in February this year. The process is now spreading its wings to local municipalities – hence the launch of the Musina help desk.
An official from ICASA, Mr Mavhungu Makatu, said his organisation was in the process of strengthening its relationship with its clients. He added that the help desk was established to provide free, independent, just and speedy resolution of complaints. He said it would also advise the authority on matters relating to consumer issues in the Musina area. “We therefore urge the people of Musina to use this help desk to get in touch with ICASA. The help desk will provide a link between ICASA and the people of Musina. This is the bridge that they must use to make their voice heard by ICASA. We have no doubt that this step will help the people of Musina to access us without difficulties.”
Ms Marcia Mokwena, who has been voted to lead the Musina ICASA help desk, promised to work hard to serve the people of Musina with pride. “We are definitely going to make a difference, provided we get full support from the people of Musina. This help desk will make sure that problems of the past become part of history. We will always engage with the district and provincial CRF to make sure that people’s problems are addressed,” she said.
